Introduction

Taiwan Computer Emergency Response Team/Coordination Center (TWCERT/CC) was established in the National Sun Yat-sen University on September, 1998. Operated by the Taiwan Network Information Center (TWNIC) from January 2010 to July 2014 and the National Chung-Shan Institute of Science and Technology (NCSIST) from August 2014 to December 2018, since January 2019, TWNIC again operates the TWCERT/CC.

To enhance Taiwan's cyber security capacity, TWCERT/CC leads the promotion of cyber security incident reporting, provision of cyber security educational resources, and cyber security outreaches. Sponsored by the government, TWCERT/CC collaborates and integrates resources with cyber security organizations, academic institutions, civil communities, governmental institutions, private enterprises, and CERTs/CSIRTs all over the world. To realize the vision "develop a secure Internet environment, towards a high quality Internet society", TWCERT/CC devotes itself to protect and promote Taiwan's cyber security with emphases on safety, convenience, and efficiency, hence to establish the national cyber security collaborative defense system, to enhance self-protecting capacity in cyber security industry, to cultivate high quality cyber security talents, and to strengthen the public-private partnership on cyber security issues.

 

Goals and Missions

Goals
Integrate cyber security service capacity from academics, public, and private sectors to address serious cyber security incidents.
Establish cross-border accesses to share cyber security intelligence hence to enhance capacity on collective cyber security defense and responses.

Missions
Promote and assist the establishments of Computer Security Incident Response Teams (CSIRTs) in Taiwan. 
Coordinate the intelligence and the undertakings of Taiwan's cyber security incidents.
Monitor the latest cyber security trend by participating activities held by international cyber security organizations and communities.
Interconnect with international cyber security intelligence sharing and analyzing platforms to strengthen Taiwan's cyber security notifications and responses.
Analyze the trend of cyber security threats to keep track of important cyber security incidents behind and beyond the border.
