As the cross-national cyber security exchanges are increasing, and the computer emergency response teams (CERTs) and computer security incident response teams (CSIRTs) in different fields are beginning to operate, there is a need to strengthen the connections among all the CERTs and CSIRTs. Therefore, to help the transformation of TWCERT/CC thus to function as a coordination center, the National Information and Communication Security Taskforce assigned the Taiwan Network Information Center (TWNIC) in April 1999 to establish the taskforce of “the comprehensive plan of TWCERT/CC operating mechanism” to plan the organizational structure and operating mechanism. In December 1999, TWNIC was entrusted to operate TWCERT/CC for 3 years.
